Outline:
- Import an image into Inkscape.
- Duplicate the layer to make a copy of the reference image.
- Resize the reference image as needed.
- Lock the reference image layer using the lock icon.
- Draw face, neck, eyes and other details using Bezier tool.
- Create a separate layer for each part of the drawing.
- Rename each layer with a proper name.
- Adjust the opacity of the layers for ease of drawing.
- Save the file with an appropriate name.
- Arrange the layers from the Layers panel.
