Outline:
Draw concentric circles using Create circle tool. 
Draw continuous lines using the Create polyline tool. 
Create two lines of same dimension using Constrain equal tool.
Use the Trim edge tool to delete lines.
Extrude 2D drawings to 3D components using the Pad tool.
Create a new plane to draw components using Create a datum
plane tool.
Rotate the drawing.
Draw an octagon using Create regular polygon tool.
Use the Create fillet tool to make the component edges smooth.
Save the component with an appropriate file name.
